@Chalker: Would fans be allowed? The rules I found specifically say "propellers". If fans are not allowed, then what is the delineation between propeller and fan?

I think you are getting hung up in a linguistic issue that doesn't really exist. According to the definitions of each:
http://onelook.com/?w=fan&ls=a "An apparatus with rotating blades that creates a current of air for cooling or ventilation."
http://onelook.com/?w=propeller&ls=a "A mechanical device for propelling a boat or aircraft, consisting of a revolving shaft with two or more broad, angled blades attached to it."

Both involve blades, but the propeller is for moving a device, whereas a fan is for cooling. Hence, if you were to take a 'fan' and mount it on your hovercraft, I think it immediately becomes a propeller by definition.

Experimental Design (or other inquiry :P)

I don't see why not as long as it fits the rules (which I doubt because I think it will limit # of motors/fan blades to two)

The historic rule is that it has to have at least one major change. I would be interested to see how you would modify a drone into a hovercraft, IE 1 lift motor and 1 propulsion motor as stated in last years trial rules.

Chalker, can you confirm that wheels on the sides of the hovercraft are not prohibited? I remember this being discussed at length and want to confirm. Thanks

As of right now, correct, they are allowed.
