Since it seems to fit into the required 4V it should be legal

what rpm should i use to make the battery buggy go the fastest, but not make it skid out

Dude some things you are going to have to figure out on your own. The point of Build events is to learn about how any why things do what they do asking us every little thing that you need to build your buggy is not going to help.
1.Because all of the things you have asked are variable from buggy to buggy
2. It is more beneficial for you to try different combinations
