Well, you know how the Earth receives heat unevenly from the sun? Semi permanent pressure cells sort of work sort of like air pressure (regions of high pressure going to regions of low pressure) + they try to even the amount of heat throughout the globe which the sun distributes unevenly. The permanent pressure cells also triggers winds, such as the westerlies. yeah..... I'm not making any sense.
