At the regional competition in New York City, they did not use a load resistor in the circuit. They had the same setup as last year.

I'm a bit confused how this load resister affects the event if the voltmeter from last year already had some sort of internal resistance.

Wow. Then I would say that whatever it is that you are using is the best material. Was the fan elevated? We didn't move it much. It was standing on the table, and the apparatus was right there.
