Personally I'd say it's less likely for the rocket to catch an updraft than to have its flight disrupted by the wind, but I have very little experience to speak out of. Perhaps (hopefully) the city will be labled on a map, and from there you'll already know what factors affect the city's climate, and matching the climograph to the city will be a breeze :D

I think it's right off the rule sheet. My best is how varying levels of carbon in the atmosphere might be caused, and how that will affect other aspects of climate (e.g global warming, global cooling)

Yea, you can add weight as long as it doesn't fire without the counterweight. Remember the energy is supposed to come from the counterweight being influenced by gravity. I think it's not allowed because it'd seem as though there is energy stored or something. I'm not sure though. ummm... sorry, but...
