Okay thanks. I never heard about the spring being part of the mass before. Yeah I guess the spring is rising but the rules say any part that decreases in gravitational potential energy is part of mass so wouldn't the spring technically be increasing in that? Well, not 9vV if it's commerically available and rechargeable. That's limited to 7.2.
If you are talking about like the Energizer lithium batteries that are 9V, sure.

Hey are we allowed to use Lithium Ion or Non-Alkaline Batteries?? Yes, Buuuuuttt... Not quite. The voltage Limit for battery packs is 7.2 and, unfortunately, LiPo batteries consist of 3.7 volt cells, so a 2 cell LiPo battery is not allowed, and a 3.7 volt is impractical. There is no center tape. Or at least the ES isn't required to have one.
Yeah, only a center point on the starting and ending lines...so it would make sense to make it go straight :P
