I think you should make the slots for test writers unlimited. Then once everyone has signed up start to dwindle the people to the more experienced or knowledgeable ones. Maybe you don’t need to many tests written if the State is willing to share those tests with you that were going to be used at States. States is unlikely to share tests because they may reuse them for other states. What if we do an exchange with SoCal where we write tests for them and they write te...
