I've derived an equation that accounts for initial temp, ambient temp, volume of water, and time. All in one single equation that is based on a value taken from only one calibration plot. Though I'm too selfish to post it :D

In addition to requiring an automatic shutoff method, I think requiring there to be some form of barrier around the propeller would greatly improve safety. Now this could be as big as almost making a ducted fan, or as simple as having a stiff loop of wire around the propeller.

If it was timed with stop watches, then that is certainly not a valid measure. Though I suppose it is possible. It would have plenty enough thrust to take off and fly vertically similarly to an RC helicopter.

The root symbol is not allowed, however in my experience you can still do roots through fractional exponents if you have the appropriate numbers

I don't know what the B rules say but the C rules state,
"Within the device, students must be able to easily insert and remove a 250mL, standard, unaltered, empty Pyrex(or similar brand) beaker"(Section 3.b)
