I'm pretty sure the ES wouldn't really be able to control that, just like they wouldn't stop students from cutting tape or fixing their device.

Not at all, it just has to be visible that the hovercraft is inflating. Lots of teams use black garbage bags and are perfectly fine.

Again, releasing tests is a debatable topic because some competitions or writers strongly oppose their tests getting out. It's your decision to make, but don't make this site deal with the backlash. Public tests are good, but they should be intended to be public. The point is to encourage the release of legitimate public tests.
