Since Arkansas only has one team, isn't it kind of unfair to everyone else?

No, Arkansas has at least 4 teams, you are probably confused because the national member map on SOinc is from last year. However, as far as I can tell, DC only has 1 team, which competes in Virginia.

So, don't be hating on Arkansas.

But VA and DC are separate "states" right?

DC, I believe, does have a team number, but I'm too lazy to check.

Numbers are reversed in order this year. Smallest state starting with #B1 and C1and working up. Not that it makes a difference, as everyone has the same conflicts this year.
