Does anyone know a resource where you can get past years checklists or event requirements? Or if there is a forum that covers this?

What do you mean by checklists? Do you mean the rules themselves? Typically we change them year to year so I'm not sure what value they would have to you. I have access to most of the old rules, so could dig something specific out. What are you trying to accomplish?
