It probably depends on how you use them. Bullets would be straight out. You'd have to be careful with hyphens and honestly, I probably wouldn't use them. If you're going to make a list you might as well just number it 1., 2., 3., etc.

Personally I don't think lists/bullets or whatnot are a good idea. Yes, it makes it slightly more difficult for the doer to understand, but it's possible, and doing lists is harder for the writer sometimes. It takes a second or two to go to the next line, write the number and a dot then continue with your instructions, not only does this time add up, but it interrupts the writer's train of thought. The writer in my team, she just writes solid blocks of text with no punctuation or anything; it's just one long sentence that can be several pages. This might not work for everyone, but I feel that lists can be slightly dangerous. By the way, good luck to you all for your competitions.

I still can't believe I got points taken off for scribbling over words instead of erasing them. They said a simple streak across the word was OK but I scribbled:P

I almost got taken off for that once, at an invitational, but they were nice. I now always bring a good eraser, partially because my strategy consists of forgeting about the fancy stuff, and just writing one gigantic paragraph.
I bet you had to read this twice

What should I expect at states? Is it going to be more legos, knex, etc.? Or is it harder?

Usually they like to mix everything together, even for Regionals. I remember doing WIDI for the first time and they were nice enough to give us a pipe cleaner, kinex, with a border of legos around it just to make it a little bit harder for all of us (sarcasm applied) :x

Yeah, they could use a lot of things that you may have not seen. My state likes to fold every single thing in half, which is troublesome with writing.

My state always uses uncommon or unexpected materials, but theyre always well structured. This year was marshmallows and toothpicks (I guess kind of standard) and last year were weird connect things and pennies

I think people should really practice with legos. They are usually really hard to explain and make sense of to the judges. Although you're partner may know what you're talking about not so much the judge.
