Congratulations. Did they allow you to place your clock on a table or did you build it high enough so that the pendulum (or whatever you used) could swing freely?

How does test difficulty vary between regional and state competitions?
What sort of things on are the state tests?
Are they more fact-based or logic-based?

States is usually harder. The tests combine both mathematical problems along with fact based questions. Check out the Wiki page and the national site for more details.

It completely depends on how the coordinator interprets the rules and how seriously they take Science Olympiad. Most of our test at regionals was from a wikipedia article, but our test at state tested over a huge variety of time concepts, fact-based and mathematical. Prepare for everything.

Ours was almost the exact opposite.

The regional test was the fact-based, time concepts test. States was all math, and they gave us all the formulas we needed and then some.

Aren't they required to give you all of the formulas?

No, in fact I'd be surprised if I found formulas on my states test... Of course it all depends. You shouldn't rely on a given formula sheet.

Technically, yes according to the rules but I would not count on the supervisor having read those.
