This sounds really interesting. Maybe it'll replace scrambler next year?

Hi, i was wondereing if the whole car had to fit in the 30 cm by 30 cm box or just a certain part, because my car is longer than thirty centimeters :? I thought that maybe it could be just the front, and would that mean the arm (as many cars have) is the front?

You predict a time when you make your run. However it is only used as a tiebreaker.

At the national competition they hinted very strongly that Out and Back will be replacing Electric Vehicle next year. It sounded like they have already decided for sure.

The car can be larger than the box. The final distance is measured from the center of the box to wherever your pointer is. Overall this event doesn't seem to be extremely challenging. The only difficult part is getting the vehicle to go straight forward and backward(this might not be a problem if in the official rules they still allow you to start your vehicle from anywhere on the starting line).
