I deduce that they don't want some1 getting so good at the event that they always get 1st

You can run that risk with practically any event man..
SO Division C 2012:
Regionals: 1st Forensics, 1st Technical Problem Solving, 1st Chemistry Lab, 4th Remote Sensing
State: 1st Chemistry Lab, 1st Remote Sensing, 3rd Protein Modeling, 3rd Forensics

And plus they could have all topics every year instead of rotating them to make it more difficult, plus have it in greater depth. It really wouldn't be that difficult to add it.

Not really, because there won't be only one focus, it would be spread out. And for C it's better if there's more info that needs to be known. ;)
