Yeah, I agree, it is possible. I would think (and hope) that this doesn't happen at the state and national level, and that these are just a few accidents at regionals. When I went to regionals, I brought my Topographic Map Symbols Sheet. When I got to the room to take the test, I found that that event supervisor had given everyone a slightly different version of the Symbols Sheet. I don't remember what it was, but it wasn't the official USGS one.
There was a question on the map drawing section which involved drawing some sort of water tank or something, I don't remember exactly what it was. I couldn't find it in the Symbols Sheet that I brought, but it was in the one that he gave us. This is a different situation then yours because the event supervisor did give us the symbol, it just took a little bit longer to find. I know that I would be angry if there was a symbol that needed to be drawn, and we didn't have the resources to draw it, so I really feel bad for you guys. I don't think that there's anything that you can do though, which makes it even worse.

You are given a set of directions and a blank, lined map. They tell you to put a certain symbol at a certain place and you have to draw it on the blank map. Make sure to bring colored pencils, a USGS Map Keys sheet and tools to use.
