Does anyone else think that this event is weighted way too much on the windmill. If you get a combined score of even 1000 on both speeds, then the test is worth less than a quarter of the score. Aren't other event (i.e. It's about time) half and half?

Some teams get very low scores for the "windmill" while others get very high scores. This variation causes the weight to shift from one part of the event to the other. The rule writers have chosen (based on previous experience) what they feel is the best compromise. It's possible that this could change as their experience with the event grows.

It can be difficult to devise viable scoring methods. it's good to point out problems, but change is more likely to happen if you can also suggest possible solutions.

Could it be that there´s so much more work required on the windmill that they decide to make it count so much?

Maybe not first, but it is deffinately possible for the best windmill team to not even take the test and still medal even in a competitive state
