no portion may be lower then the loading deck

Does this mean that the place you rest the block connected to the sand bucket has to be at the bottom of the bridge, or does it mean that your bridge can't have anything going past the things you rest the bridge on?

1. Read the rules. The exact rule says, "No portion of the bridge may extend below the top surface of the Test Supports (4.b) prior to testing."
2. Read the forums. There's been a thread with almost the exact same title here: http://www.scioly.org/phpBB3/viewtopic.php?f=189&t=6133
3. Read the rules again. The loading block can be at any height along the bridge's height; however, the bridge itself must not extend below the surface of the test supports.
Never argue with an idiot, they will drag you down to their level and then beat you with experience.
Before you criticize a man, walk a mile in his shoes. That way you'll be a mile away and he'll be shoeless.
You should only create problems, that only you know solutions to.
