A monoplane is a fixed-wing aircraft with one main set of wing surfaces. Since an ornithopter is an aircraft that flies by flapping its wings, it does not qualify as a fixed-wing aircraft.

That's one interpretation, but note, this site is NOT the official word of NSO, you might be better to ask a question like that on the NSO FAQ and Clarifications page.
Related, why would you want to make an ornithopter? They are not as efficient and probably won't fly near as long. The rules are tailored to a propeller powered plane, not very good proportions for an ornithopter.
