1) I'm not exactly sure... but I think at first, when authorities were called to the site, there were no major announcements and it was assumed to be a typical fire/accident? Then, later on, as people nearby got sick, official orders of evacuation were sent out?
2) Typically, the plant is first shut down, and then the individual parts are removed and taken apart (reactor vessels, steam generators, etc.) Then, waste can be dealt with in several ways. Entombment involves restricting the radioactive waste/material onsite, then building thick cement/similar material walls surrounding it to trap radioactive materials within until dismantling can safely happen. Also, wastes can be shipped to remote sites to be externally treated and disposed of.

In honor of Earth Day today, here's the next question set:

1) When was the first Earth Day? Who started this holiday?
2) Evaluate the impact Earth Day had, directly or indirectly, on US environmental legislation. Include at least two pieces of specific evidence.
3) Pros and cons of the environmental philosophy behind Earth Day? In other words, evaluate to what extent has Earth Day impacted environmentalist philosophy and the environmental movement at large? (I'll take a lot of different answers for this one since it's so open ended and a bit more subjective.)

Driving cars can add to tropospheric ozone formation due to the incomplete burning of fuels. Interesting fact, laser printers can produce ozone too. But the reason ozone formation is the highest during the day is sunlight aka UV is required to start the reaction between VOCs and Nitrogen Oxides.
