What is the real name for the background in a Scratch animation?
The official name for the "background" is "backdrop" which can be created through the panel to the left of the sprites panel
My question: How does one go about drawing a custom sprite in Scratch?
Since you appear to be new to scioly.org, this is how the Question Marathon works.

It seems he/she is; I should probably go back and check all of those rules posts again to see if I missed other things.

Maybe the rules ought to be that if little activity is going on in the marathon, anyone who answers can post the next question regardless of whether or not the answer is right. Idk.
