I'd be interested in knowing how South MS B Team got 999 penalty points. Otherwise they would have placed fairly high.

It was their JV team, and we agreed to do that in advance of the tournament. They brought more than 15 JV team member sand wanted to let all of them compete. We let them do it, but told them they wouldn't be eligible for any medals or trophies. Giving a large penalty was the easiest way to do that, but still let them see where they would have placed.
