Question: Which version of Scratch is going to be used at the competitions? Is there a difference in how the versions operate that would change the overall use?

That's really going to be up to the individual event supervisor at each tournament, but I'd think it's a relatively safe assumption to assume the most recent version will be used.

The rules say that you can bring headsets and a microphone, but are we allowed to bring our own computer mice (in case if the tournament directors decide to use laptops)?

You should use any of the themes suggested in the division c rules this year. Some suggestions are wave, fire, Gravity, silly sports, frogs, or Newton's Second Law.
Does anyone know where I can find the minimum system requirements for scratch?

Are you allowed to use built in Scratch art and sound assets, and is there a point reduction for doing so?
