I can not find the 2016 Bridge builder rules anywhere?

It isn't on this site since it is copyrighted material. Check with your coach; he/she should have it if your team is registered. If not, you can buy a physical copy (which includes rules for all events) from the Science Olympiad store, at soinc.org, or the app (http://scioly.org/phpBB3/viewtopic.php?f=216&t=8131).
