Well doing a little research 306 is an area code for a place in Canada and 279 are the first 3 digits of their phone numbers
Could it also be a date? or a code?

gh will not help you. gh is most likely the key or something, just a reference to the person to throw you off.
SHIFT. It's a SHIFT cipher.
...however first you need to figure out how to get the numbers to letters. You don't group them, but at the same time the 0 makes no sense.
