Is a cutting tool, such as a razor blade cutting fishing line, count as a wedge? In the rules it says the wedge must separate two touching objects.

ISTM that the issue is the fishing line. It does not constitute "2 touching objects". Also the rule may have been written as such to eliminate any cutting of string or line. They want to see 2 distinct objects separated from touching each other.
