The national website General Rules (https://www.soinc.org/ethics_rules) have it as: "State and regional tournament directors must notify teams of any site-dependent rule or other rule modification with as much notice as possible, ideally at least 30 days prior to the tournament."
In the rules it says it must be released by November 1st.
Just for everyone to know that list came out on November 2nd. as I saw it then. . So I think that is within the range that you could not really dispute it since it technically allows ample time for teams to change their binder lists for states.
Ok I suppose I just never saw it. Can you post a link?

Here you go:

It's done a bit weird since it's not a document but just link to all the invasive species in Florida.

Raw Scores from FAU Regionals were released. I know a few people who were waiting for them badly.

Notes:
Formatting on the file is pretty bad. You have to click past Divison B sheets to see Division C.

Also, I just wanted to discuss the facts about the regional comp. A few events had tests that had too few questions and were too easy. For example, green generation about 10 teams scored the same raw score. And it was a one point difference between 15th and 5th which is pretty bad. You can see other events with similar issues. Overall, I do not know if it was just because our team was better prepared, but the event quality at FAU this year was lower than usual. Also, in most events there was some fierce competition for top 6 places in events. There were mere questions/points separating 1-6th in most events.
