I'm not sure if that's cross-sectional. Cross-sectional studies are purely descriptive studies where a population (or a sample that is representative of the population) is surveyed for any exposures and diseases (or more realistically, a list of exposures and diseases of interest). I thought the study was case-control, because the disease status for one particular disease, the disease of the outbreak, is taken, and the entire potentially exposed/affected population is surveyed for potential exposures. While case-control studies are analytical studies, they involve a particular type of data collection, which you outlined in your problem.
