Does this make sense?

My friends and I were having this conversation a couple of weeks ago:
The dictionary definition of “wet” is “covered or saturated with water or another liquid” (Google).
So is water wet?
Water molecules are covered by other water molecules. Thus, water molecules are covered by water, which means that those water molecules are wet. However, the top of the water molecules on the surface is not wet because other water molecules are not covering it.
