Is there going to be an individual event contest like there was last year?

Regionals 2013 C division: DP 3rd, WQ 5th.

Yes, it's called FantaSO, and it should be up within the next few days. :)

Im not familiar with that- what is it?
I've recently been wondering around the non-engineering sections of this site and noticing the number of interesting things that exist outside my normal realm

The contest is now over, of course (since nationals has passed), but essentially what you do is predict the winning team for each event at nationals, then the scores of the teams you picked are added up tournament-style and a winner is determined.
