No.
It's not totally out of the question; we don't know what teams are looking like yet, and it's within reason for Eagle View to continue their upward trajectory, Shady Side to take another step, Bala Cynwyd to bounce back, or even Strath Haven to make a leap back to their peak strength. Springhouse's the favorite, of course, but their place is not quite as unassailable as, say, Harriton's.

I'm going to put this out, but based on last year's results, I would think that Rustin would at least keep within top three, not top five. And with Eagle View, it is a minor stretch to immediately beat Springhouse. I'm not saying it is impossible, but then again, anyone has the potential to change that if their school works hard for those ranks.

As in PA, or in general? (because, definitely not the latter)

Let us have our moment  The PA state schedule is too often released way too late and leaves schools scrambling to make their teams as quickly as possible, especially when there are event conflicts and new partners come together into an event that they have never worked together on. It is very helpful that it was released this early because now teams can test combinations of participants together in different events, even if the schedule might change a bit later.

Now they just have to release the team numbers earlier...

PA definitely, lol. I'd be willing to say that it's been the last state schedule released in some past years. And it seems as though every team has the same conflicts, so team number won't be as crucial for planning event assignments.
