From my understanding, Japan gets their own 'foreign' team spot. It's not considered when assigning the other 60 teams from the US, but they get to compete at Nats with everyone else.

Japan

Japan competes in some events and are unranked. It's a goodwill gesture and as an outreach. It's been going on for about 8-10 years I believe.

why was the the amount of teams that qualify for nationals for Texas in Division C decreased to 1?

The Texas Thing

Whether its good or not, my question is why was this decided only just now? Why not make and announce big decisions like this a year before they happen? (Yeah, you'd have to use last year's numbers, but who cares?) Surely they've known about DC gaining a team for a long time, right?-- why pull the rug out from under the Texas competitors like this?

Numbers can change a lot between years. For example, TN and WI passed MO in C this year.

The decision is entirely on the number of teams. The largest X number get a second bid, with X being 60 minus the number of state organizations that have accepted their bid in that division.
