Hi,

Rules around Dowel are slightly confusing.
1/4 inch or larger : I am guessing this is about thickness and not length, is that right?
About the location of dowel. If There is a whole drilled in the chassis ~2 cms in from the front edge and slide the dowel in with glue so that the gap between lower end to floor is less than 1cm. is that okay? Now it is not the leading part.
Is that 2cms exception covers this?

Rajesh,

the 1/4" dowel is the diameter of the dowel, this is used for photogate purposes (if they have a photogate)
if you look at this video, you'll see the reason behind the dowel and it's requirements.

you can see towards the mid-end of video, the dowel extends not only vertically up but also close to the ground.
my best guess is that it is used as a measure point from the target distance.
