But in all seriousness, this one's tough. There aren't many materials that a) react to light, b) react quickly and measurably, c) don't react in ambient light but don't require a death laser to initiate, and d) are safe.

I already have my material and it was pretty inexpensive... It reacts quickly to light and doesn't react in ambient light. Does anyone know how fast and how much light is need to start a reaction with hydrogen peroxide? I can't think of any other chemicals that would work...

If H2O2 decomposes fast enough, we can connect this to balloon task - another way to expand balloon without compromising the seal I haven't tested it yet, however.

I think the chlroine gas would be a safety issue, and would probably not be allowed under 2d.
