Is this with the assumption of 90s run time?
Presumably teams in this range are using a chemical timer, so there is no incentive to stop at the run time limit. They lose one point per second for going over the target time, but gain two points per second for extending the timer. As long as you can confidently stay under the 3 minute limit, the longer the chemical timer runs the better.

The only difference is that a 90s target gives 29 points more than a 61s target time.

I have heard similar numbers as well

Here's an impossible "perfect" score for reference:
Start Task: 100
End Task: 250
ASL: 100
One Battery: 100
All 12 Tasks: 600
30 min Setup: 50
0x0x0 cm Size: 180
180 sec Chemical Timer: 360
180 sec Total Operation Time (Target 120): 180 (120*2-60)
Total: 1820

Obviously this is not practical as it requires a device with no size and instantaneous tasks.

Chem timer points start after 30 seconds, right? So 1760 max.

Actually, it was supposed to add up to 1920, so 1860 max.

Here's what I calculated for a maximum score at states:
Start: 100
12 Tasks: 600
Final: 250
ASL: 100
30 s setup: 50
1 battery: 100
12x12x12 cm device: (180-12-12-12) = 144
179 s chemical timer: (179-30)*2 = 298
180 s time (90 target): 90*2-90 = 90
Total: 1732

I changed a couple assumptions to be a little more plausible:
The device has to be at least 20 cm wide at some point, so I chose a minimum side length of 12, which is approximately 20/sqrt(3).
Timing stops at the end of the word "End", so I gave a second for the word "The" to be played.

Obviously not all states will use a 90 s time. If the time is only 61 s, the max possible score drops to 1645.

Edit: Even though this is practically impossible, I'm curious how close you guys are getting. Has anyone broken 1500? 1600? 1700???

May have broken one or more of those scores depending on how long the timer runs ;)

I'm confused on what the "Unique Actions" part in the scoring section of the rules means. Is it not the same as the 50 points for each scorable action?

Basically it prevents someone, for example, from using a halogen bulb and photocell for both the light initiates the next action and the exothermic light producing with photocell actions. Also prevents the use of a scorable action twice although that is also specified in the rules elsewhere I believe. You just can't have two identical actions.
