That's a great question. However, rather than worrying about it I would just recommend you play a scale assuming the most restrictive interpretation, so it doesn't affect you.

Is using certain woods from websites that specialize in making guitars prohibited?

Rule 3a prohibits "parts of instruments". So you can't buy tuning pegs or a guitar neck. I'd think you also can't buy pre-shaped guitar body pieces. But I see no reason why you can't buy an expensive plank from a guitar wood store rather than a cheap plank from a lumber store.

No, what I mean was, if we used old wind chimes as materials for a glockenspiel, would that be considered using parts from a professional instrument?

How are you guys preparing for the written test. Because most of the topics arnt covered in depth in a high school class, but the college books that i have found are probably more difficult than the actual test.

They're not likely to answer this as an FAQ because it is asking about a specific case rather than a general interpretation. In my opinion, wind chimes pretty clearly fall into the category of "toy or professional instruments," especially since bells are explicitly called out as not permitted.
