Maybe go on youtube and search up battery buggy or electric vehicles. Caliper steering is just measuring how much you move something by. It really does not matter as long as the method you have is repeatable and measureable with how much you are steering each time. At Bayard Rustin I saw that a lot of the teams that medaled went for the bonus. Is the bonus necessary if you want to medal scince it seems a lot of teams are doing it and most of the teams that did it, medaled.(when I say necessary I mean if you want a chance to medal)

They're new to forums, calm down.
Also, it's really fine to create a new topic for a question, but it's recommended that you post it elsewhere.
I competed at Rustin for Buggy and got first, I'd say that in order to medal easily at most competitions, definitely go for bonus. That said, it's still possible to medal without getting the bonus.

What would be the ideal length of the vehicle? Mine is about 16" long and even then the smallest shift in the steering makes a big difference (btw...I am not using a caliper steering).
