This one has been made much harder by the addition of requirements intended to ensure that the quarter is actually flipped substantially and not just pushed off a small ledge.

I'm not likely to use this method, but you could have a very weak spring-loaded catapult, which is triggered by the breaking of the string for the string task. I would think that you could get something like this is be fairly consistent.

Something I just thought of:
Rule 4bx only states that you must launch the quarter outside of the top boundary so it falls back inside. It never says that the quarter has to be launched and fall back in without anything guiding it. Additionally, the penalties state that all of 4bx is excluded from the solid-leaving device penalty.
With that in mind, could you theoretically clasp the quarter onto the end of a lever (clasped so it’s not modified with adhesive or anything) and just have the lever spin 180 degrees, causing the quarter to swing out and in again?

a : to throw forward : HURL
b : to release, catapult, or send off (a self-propelled object)
c : to spring forward : TAKE OFF
To me the word "launch" would imply that the quarter must be, in essence, thrown out of the device. If you think about a catapult launching a projectile, the lever arm actually releases the load on the end. In comparison your lever would hold onto the quarter and therefore not launch it by my interpretation.
