Action x: Fan to blow on a floating object

Action x:
Use no more than 9V to power a stationary fan which uses moving air to push a floating object. After moving at least 10 horizontal cm on water, the floating object must initiate the next action.

Finding something to float but strong enough to push something to cause the next action is tricky. So far, ping pongs work ok but they don’t initiate next action well. Foam works ok but not reliably since it moves left and right when floating across. Any suggestions?.

I've done it using some foam in aluminum foil with a paper sail to do the job. It has enough force if you build it right, and you can put a wooden dowel or such to initiate the action. It works pretty well if you put something to restrain it. Hope this helps!
