Ummmmm IDRK but I'm going to guess latent heat is released when the air near the ground condenses and forms dew because of the state change from gas to liquid. (I think..................................:))

Next Question: What are streaks of rain that hang under clouds and evaporate before hitting the ground?

Just a suggestion, but it may be helpful to give the previous person confirmation that their answer was correct before answering a new question, even if you weren't the one to have asked it!
Dry line was correct but liquid water has the highest specific heat at 4.18 J/g °K, not steam/water vapor

True; Heat is taken out of the airflow, which is cold, so the temperature of the hot wire is constant.

Correct! :)
I would've explained it as hot wire thermometers work by measuring the amount of energy it takes to keep the wire at a constant temperature and so the wind speed can be determined.
