We've Got Your Number (Division B)

I wanted to know if in Division B, a student can use factorial (!) operations, as part of his solutions to solving the question. The rules say you can use it in Division C, but says nothing about this is stated for Division B.

Per site rule 7:

You may wish to submit an FAQ to your state tournament website or director.

I have the rules. I was not asking to get the rules, or making any official changes to the rules.
We are going to an event this weekend, and I was asking whether factorials can be used as part of the solutions.
If factorials can truly be used as operations, then I do believe I am sharing ideas for other middle schoolers. Thank you for your idea about emailing the state director. I will follow up with them.
