I rather think the point of this rule is to distinguish a "bridge" from a "tower". I can assure you that in 2009, the year to which you refer, there were bridges that held the full 15 kg (not lbs!) and massed less than 10g. If you search the 2009 forum for elevated bridges, you'll find examples of this.
