The steps are: write up the event (templates are available here: http://soinc.org/trial_events), convince some regional and state tournament supervisors to run it at their tournaments for a year or two (contact info for all states is here http://soinc.org/state_directors_list) then have them submit it to the national rules committees for consideration as a full event.
