If anyone really cares: IL has rules manuals. Donno about if that means other states will be getting them soon(er) than usual, too, or what, but...

Watermarks can be automatic, no need for Soinc to put work into it and why would they distribute them if they were marked, since they know they'd get caught?

I checked the table of contents for the rules manual and it shows the 2013 events instead. Not sure if this is legitimate.

Yeah, the TOC link shows last years events. They haven't updated it yet, however you definitely can order the 2014 rules now.
