East could be part of a decryption involving the admin East, or maybe it's part of a school name. Can't think of any notable ones with east as part of them, though.

It was done at 11:04 AM today, Chicago time.

The substitution cipher decoder was for letters, and it randomly went through them all. It doesn't work with numbers sadly. I'm not sure what the numbers represent, but I have a theory that they stand for individual words in the sassy's clue
