We should probably wait for the hint before making all of our protections.

The clue has been solved. There's no need for a hint, unless the clue is incredibly vague. We're just using up protects now.

Don't get too confident; one word clues can be interpreted many ways.

Well seeing as I'm the last officer yet to protect, I might as well wait for the hint and see what it is

I took another shot, knocking out the last of the security cameras. The only thing left between me and my goal was the perimeter wall. I tossed a large empty box over the wall, taking care to make sure it cleared the fancy iron grating, then scaled the wall and jumped over. I hurried to one of the buildings, and climbed in through an open window. I picked a lock on a large glass case, and very carefully picked something up, putting it into the box and immediately sealing the box shut. I walked back to the entrance, and shot out the padlock on the front gate. I hopped into a car and sped away towards Scioly, large box securely fastened in the trunk. Ditching my car outside Scioly proper, I slunk through the shadows with the large box under my arm, heading towards ophiophagus' house. I picked the lock on the front door with ease and stepped into the house. I opened the box with my trusty knife, dumped out the contents, and fled for my life, slamming the door behind me. Now all I had to do was wait. The next morning, I heard the news: ophiophagus had already fled town, mere hours before I had broken into his house, and my murder plan was useless. However, the very large and very angry King Cobra in the box did have the benefit of scaring the wits out of the officers who had gone to ophiophagus' house to investigate.

Littleboy has correctly protected ophiophagus. Have an accusation. Very straight-forward clue, even though you solved it in a slightly different manner than it was meant to be solved. Ophiophagus literally means "snake-eater".

Once again, I ask you to give me time to think of the next clue.

Another note left in the middle of the night, this time boldly pinned [with the usual knife] to the front door of the police station.

First lines are from the song "American Pie" by Don McLean.

The missing words are "not a word was spoken".

That's it for my contributions, I'm too lazy to do anything with a cipher.

The first line reads,
If you can see this, you've solved the first part of the clue. Now for the second part.
That's a One Time Pad with "not a word was spoken not a word was spoken not a word was spoken not a word was spoken" as the pad.

I'll try to figure out the rest now.
