Participants May Designate a Timer
In 4.c in the rules, it states that "This timer may be one of the "scorable actions". I've heard in the past that teams cannot get points for both the timer and a scorable task if they use a scorable task as a timer. Does that same rule apply to this year, or will I have to design a non-scorable task that acts as a timer? The rules don't state if we can get points for using a scorable action as a timer too.

This rule applies to this year, so yes you can have a timer that is also a scorable action.
