Ping Pong Parachute B/C
Ping Pong Parachute B/C: Prior to the tournament, teams will design, build and bring up to two bottle rockets to the tournament to launch a ping pong ball attached to a parachute to stay aloft for the greatest amount of time.

I guess it doesn't really matter anymore lol. It's also possible that this clause was added just for clarification. It does specify tire pump too. I know that at two competitions we had last year, they used compressors. Using a pump will cut into your time.

I agree, I've also been to competitions where the event supervisor would use the compressor for you (you tell them psi, they just plug it in).
