Okay so I need to study and be able to identify random rocks and minerals that are placed in front of me. I get 15 seconds to examine each rock and mineral, and all I get is a streak plate.

That's what I'd do. I have no clue what you should do. That depends on how effectively you learn from reading, and how your brain does at retrieving related bits of information, among other things...

I wouldn't use streak at all, tbh. I'd recommend looking at and feeling a lot of rocks and minerals, because after a while (and I'm not sure if this is just me but it works) you can kind of feel the density by shaking your hand up and down and feeling the pressure of the specimen. That really helps, often times eliminating less dense possibilities. Finally, even though people say you shouldn't rely on them, generic pictures on the internet are usually what specimens at low-level competitions will resemble.
