On the Kansas map, and several others, there are more detailed maps of cities and other information on the back.

State highway maps usually either have two full size state highway maps, one on each side. Or, they have one full state highway map on one side, and on the other side, a number of inset maps which focus in on a city, metropolitan area, or region, and quite a bit of other information (although some of this information could be on the front as well).

The way you paraphrased the question, Jocool, doesn't really make too much sense, but I get the feeling that there was information somewhere near Pierre Township about the size of it. PLSS really shouldn't have anything to do with the question. Although technically PLSS still exists if you're looking at a state highway map in one of the 30 states that uses PLSS, it is not drawn on state highway maps. If a question similar to that comes up at a competition, I would definitely ask about it.

Does anybody know the usual test format/questions for this event? I found some old tests where the questions just said 41NE and stuff like that. :)

i also had a question on a practice test today where it asked waht the scale of a highway map was. it said 1:630,000 it didn't say that anywhere, and that is also not even highway scale format. any explanations?

those two numbers are probably from the same unit

ex. 1ft-630,000ft

doubt it. a highway map scale should be 1 inch equals ____ miles or ________kilometers. but i wrote that (with numbers, of coarse) and got it wrong.
The answer key said the other thing, which is topomap scale.

You've got to pay attention to details. You, as a competitor, should read through all questions carefully and understand what the questions ask. The event supervisors should make sure the questions match up with the answer key and make sure questions are solvable.
